Justitia has not disappeared — it has moved down to the new ¼ denomination.

Thinking the refresh made classic notes obsolete

It did the opposite. A design that is out of print has a fixed supply for the first time in its life. Whether collector demand follows is another question, but "discontinued" and "worthless" are not the same word.

Assuming refreshed Utah contains more gold

It does not. A 5 Goldback contains 1/200 troy oz whether it was printed in 2019 or 2026, and whether it says Utah or Oklahoma on the front. Denomination determines gold content. Nothing else does.

Identifying Alpha notes from the serial number

Buying Utah for the gold rather than the story

If your objective is maximum gold per pound spent, Utah Goldbacks are not the answer and we would rather say so. A gold Britannia or a 1oz bar will always be more efficient.
